Carl von Clausewitz described war as a chameleon, emphasizing its ever-changing nature. Nowaday conflicts pose a constant challenge to century-old regulations of International Humanitarian Law (IHL). However, all the new phenomena—be it FPV drones, exploding pagers, cyber warfare, private military companies, artificial intelligence, or rogue forces—are not outside the scope of IHL. By examining examples from Russia’s war against Ukraine, Israel’s conflicts with Hamas and Hezbollah, and other conflicts, we will see how IHL can respond to these challenges.
Prof. Justinas Žilinskas currently teaches International Humanitarian Law and other courses at Mykolas Römeris University in Vilnius, Lithuania. He is also a former member of the International Humanitarian Fact-Finding Commission.
